Editors maintain users

The "Editors maintain users" core add-on module enables a maintenance user without administrator rights to manage other maintenance users or public users.

After activation via the license, the settings can be made via the user administration(editing a maintenance user).

It is already possible in the standard system for a maintenance user to manage other public users.
